well, got the time to work on it again, and found the problem,
the system man who installed the legato Networker Module for Oracle,
installed the 64bit version,
because the machine is 64bit, but the oracle is 32bit so the version that
should be installed is LegtoNMO 32bit (as the legato documentation said).

now it's working.
